Interest from BoM in simulating resource usage by suites. This could be done by enhancing dummy mode a bit:

• proportional run length - dummy mode: use execution time limit for sleep time #2185
• each dummy task would write to some external log, or notify some external daemon, of expected resource use according to its batch scheduler directives.
