Add debugger and new command to run cypress

Add the cypress-debugger plugin (https://github.com/currents-dev/cypress-debugger, which works on cypress 12.14.0).

Try to run: npm run cypress:open and run the spec in Electron.

I am assuming you didn't mean to open a PR into the cypress-io repo of cypress-test-tiny and instead meant for your own fork. Going to close this PR out.

Hi @nagash77 , I opened this PR because of this discussion: cypress-io/cypress#27200. It's ok to close it, I didn't meant to merge it just make an example for a Cypress bug. Sorry for the confusion and inconvenience.
