I see the expired cert on cypress launched chrome instance when accessing https://<base_url>/__/#/specs/runner?file=<test file path>

The cert itself is I imported from cy/production/proxy/certs/ca.pem location as mentioned at #7307

@nagash77 I would like to enable caching to speed up test execution per #7307 discussion. Since now the cert is expired therefore chrome wont be able to trust the cert and enable the caching for me
