Option to only create video on last retry

Current behavior:

We can configure

• test retries - https://docs.cypress.io/guides/guides/test-retries#Configure-Test-Retries
• video recording - https://docs.cypress.io/guides/references/configuration#Videos
• delete video without failing tests - https://docs.cypress.io/guides/guides/screenshots-and-videos#Delete-videos-for-specs-without-failing-or-retried-tests

Desired behavior:

• configure Cypress to generate video only on the last retry when retries > 1
• add option video: lastRetryAfterFail - https://docs.cypress.io/guides/references/configuration#Videos

Why is this needed?

• run passing tests without time, processing and disk overhead
• having one and only recording of each failed test
