Encode execution dependencies at the asset level, rather than at the step level

What's the use case?

If a step that materializes multiple assets (e.g. a @dbt_assets decorated function) partly fails, or doesn't yield all of its results, anything downstream of that step will be skipped.

We want to relax this constraint.
