Clearly once metacello stops doing automatic upgrades during loads, there will be a class of loading situations that will break without automatic upgrades, so we'll have to allow some sort of limited automatic upgrades ...

For disk-based repository, we'll have to lock down those versions and probably fail if an upgrade is needed ...

duplicate of Issue #12 ... I like the approach in Issue #12 better:)
