Add ability to "Call" Contest

User should have the ability to mark a contest as "Called"
Clarify the following with MJ
Can vote results be added to a called contest?
Can a contest be un-called?

I would use the word "FINAL" - that way if it's called OR 100% in, it's marked 
as 
over and could sort to the bottom or be bold in some way.

Contest form now allows contests to be marked as 'Final', which disables the 
ability 
to change their vote counts in the Vote Results tab.  Contests can be 
un-finalized 
by un-checking the 'Final' checkbox and saving the contest.  Printed reports 
are 
unchanged
