What steps will reproduce the problem?
1. Create a NWC file
2. Insert a whole-note rest.
3. Export NWCTXT (as attached)
4. Run nwc2musicxml over it
5. Crash!

The crash is fixed in revision 7. A file without time signature does not make 
much sense...

Some music doesn't have time signatures. In any case, NWC assumes 4/4 when no 
time signature is present for tools such as automatic bar lines.
