Add a "flag" button to all public posts, where the owner is not the user.

The flag form should include a description field, and the sender's email (if the sender is not logged in).

The photo should be marked with an is_flagged column in the database. This can be used for the upcoming admin tools.

The form should then send an email to all admin users with attachment of flagged photo.
