Raise an exception in case of overflow in DaoPostgreSQLHD_Execute()

In DaoPostgreSQL/daoPostgreSQL.c on the line 749 in the function DaoPostgreSQLHD_Execute(), errno is not checked after calling strtol(). I can imagine a PostgreSQL table with more than 9223372036854775807 rows (because PostgreSQL supports unlimited number of rows), so we should raise an exception in case of overflow.
