I really want to avoid markov chains though, as they seem pretty overdone when it comes to text generation. Hope I can find something else to do by November...

Generating prose is a little difficult, but generating "structured text" like the transcripts you see in games is more straightforward.

Gambits in Final Fantasy 12

Final Fantasy 12 let you program characters with very simple rules. As you can see in the image, they're just pairs of (Event, Action), yet you could get some interesting behavior out of them.

I think I'm going to go with transcripts of some bots fighting each other with this sort of system, with some dialog interjected at various points.
