Hello, the license file COPYING does not contain the GPL license itself, the content should be the actual content of this file:

https://www.gnu.org/licenses/gpl-3.0.txt

Also, while at it, in the Github repository settings you can specify GPL 3 as the license.

Commit c2b02e4 append the license text to COPYING file.
