detect version mismatch and report suggestions

While we are actively adding data in dart2js, users will likely start using these tools before the data is shipped in a stable sdk. We should detect what version we are parsing and emit a message about incomplete data.

For example, the some_path query is not accurate with data produced with dart2js 1.12.*
