Download link on /tools/ is separated from OS selector #130

On /tools/, the "Download Dart" link is right below the header:

...but the OS selector for it is at the bottom of the page:

We should either:

move the download button to the bottom of the page and put a second, simpler download button at the top (like on the homepage)
move the OS selector nearer to the top of the page under the current download button
