We currently can't write PR comments to PRs from forks. We should investigate why this is, document that in the firehose docs, and figure out a good way to provide feedback to PRs from forks.

https://securitylab.github.com/research/github-actions-preventing-pwn-requests/ gives an instruction - I am currently testing this.
