Release 2021.12.0

If there aren't any known blockers, I'd like to release dask and distributed 2021.12.0 on Friday. With end of year holidays coming up, and folks taking time off, this seems like a good time for a final planned release for the year. We can then pick up our normal release cadence in the new year.

Thanks for the reminder! I merged dask/dask#8425. I think there is a little more to do on dask/dask#8124 but if you don't get to it I can push and get it in next week.
