It would be good to provide a web frontend. This should expose:

Clusters for the logged in user. The UI should also show links to the dashboard for each cluster, as well as some basic stats (resource usage, runtime, etc...)
Controls to stop clusters
Maybe controls to start clusters?

Before this is done, we'd need to decide on a method for web authentication (see #22).
