As a follow-up to #5470, it would be nice to have a note about including the output of Client.dump_cluster_state(...), and when to use it, when a large scale stability issue (e.g. cluster deadlock) is encountered

To avoid lots of outputted logs being displayed in the issue, the output of dump_cluster_state should be included in a <details> block with something like
