Every week on Monday Morning around 4am PST, we need to send a weekly digest email to those whom have subscribed to it.

Start of implement cron job for weekly digest email

Digital Ocean does not support cron at this time although it is on their roadmap
https://www.digitalocean.com/community/questions/how-to-run-django-admin-commands-periodically
