Relator from upper level vocabulary cannot be used in lower level vocabulary

Example:
V-SGoV contains hasGeometry relator and Geometry object type. If I want to use it in a specific vocabulary, there may not be created arrow from upper level vocabulary term to the lower level vocabulary term. In this particular case, domain of a relator may not be chosen, because the arrow goes the opposite way.

Solution: for the case of relators, allow "má vztažený pojem 1" to point to lower level terms.
