Since we are going to be recieving data from the NM SoS on a somewhat inconsistent basis, at least at launch time, we should make a clear note of this on every page.
Let's add a note to the footer that says:
Last updated on Sept 4, 2016
And have the date be the most recent date in the database (whatever the most relevant query is to get that).

I guess the reason I ask is that the first and the third we can probably determine automatically (but with different queries). The second we'll probably want to update manually.
