parseISO behaves different when time is provided and not provided in input string #2336

When date string has no time in it. The time component is adjusted for local TZ and the date gets changed
When date string with time is given no TZ adjustment happens and date is printed as it was given.
Why is the TZ conversion behaviour different in these 2 cases. It should either adjust time or not. Am I missing something here or is this a bug? |

Never mind. I missed the 'Z' part in the date string. If dateString without 'Z' is given the function will always adjust for TZ |
