Background Monitoring only gives "Inside" notification

Hi David,

Thanks for the starter code. I tried using it with an ESP32-based iBeacon as the emitter and an iPhone 12 as the client. The phone seems to only receive a state change of "Inside". Also, for some reason, the notifications are only occurring immediately after locking the phone screen, rather than in between region transitions. Please let me know if you have any suggestions to fix these issues.
