visualforce pages should give nice error.
internal code should just ignore JRS's and VRS's without this required data filled in.

added validation rules for Weekly Occurrence and Days of Week for JRS's and VRS's. Also made VRS fields Duration, Number of Volunteers, and Schedule Start Date required.
