It does not appear possible to move an activity from one section to another.

Say I have formatted and configured a quiz as a template for all quizzes. I would duplicate that quiz, and then populate with the necessary questions. The OneTopic format does not allow me to move the quiz to other sections (like being able to drop it on the tab, then go to that tab and move it to the desired location).

Partial workaround: I did figure out that if Section 0 is not tabbed, then I can drop the quiz (or whatever) into Section 0, then open the correct tab, and drag the quiz into the desired tab. This does not work if Section 0 is a tab.

To do that, your partial workaround is 1 way to do it, the other way is to open "Tabs edition Utilities" and under "Move resources between tabs" click Disable -- this then puts "move" arrows next to all of your activities so you can move activities the same way you would in Gradebook Setup: once you click the Move arrow next to one of your quizzes, the page reloads with white boxes everywhere and you can then navigate to any tab and click on the 'white' box to move your quiz to that location.

I don't think the Tabs edition utilities are available in the Moodle 4 version. This isn't a problem if the new Boost theme is used, since sections and activities can now be dragged and dropped in the course index. It could be a problem if a different theme was used though, I think.
