Some BMP files open incorrectly

I have a sample file at http://ogg.ge/sample.bmp which when opened with imagecreatefrombpm returns a wrong image. The output converted to PNG is available at http://ogg.ge/output.png. See, the image is shifted. I have some other images on which even colors are wrong. I can give you the links too.

The sample was created by GIMP with default settings.
PHP version is 5.6.2.
