Create qupath initializer job-runner that runs creation dependent on prediction

Once #292 and #293 are complete, create a runner (like run-multistep-job.py) that receives a QuPath dataset root, and creates 2 jobs:

• Segment each npz file (Create job that processes multiple inputs #292)
• Create the qupath project (Create job that runs qupath creation script on a dataset root #293), depends on job 1

Note that we need the segmentation to produce a tiff for the whole-cell mask, and for the nucleus mask. I don't know if we even output correctly with compartment=both.
