新功能描述
chooseImage 在H5中选择图片取消后应该触发fail

现状及问题
在以前浏览器并没有取消选择图片的事件, 所以这个#862 被关闭掉了, 但是现在较新的浏览器都基本支持了cancel事件, 我认为有必要填补这块缺失功能了
