Create additional testing approaches for less-used Docker providers or environments, especially OrbStack

People are starting to use Orbstack and Rancher Desktop, and Docker Desktop for Linux. We don't have testing resources to do full tests on all of those, but there may be a way to do a shorter test. For example, we might be able to do a shorter test like make testddevapp just as a smoke test for those.
