CSV Text export - introduce speech marks if field contains comma #4700

An analyst used a comma in text that was being sent to UK CSV export format. That comma through out the CSV columns.

We should track this. If there's a comma, but the field in speech marks.

No, better than that. If it's a free-text field, always wrap it in speech marks.
