Is it mandatory to start the text of the proposals with capital letters?

For bug reports:

• What went wrong?
  I can not create bugs in the process "I found a bug". When creating a bug proposal, an error appears (in the image): "it must start in uppercase". It can be seen that the text begins in uppercase. However, the error persists. The same thing happens when you start a phrase with a number ("1" for example).
