When I create a proposal I see the draft proposal from someone else!

This is a (Bug Report / Feature Proposal)

🎩 Description

For bug reports:

• What went wrong?
  A user has entered a proposal and left it as a draft. Another user went to the wizard to create another proposal and the default draft proposal for this user comes with the other user draft by default.

I expected the empty fields to exit with the second user or even a default text.

I found it in the 0.10-stable branch, also at the release 0.10
