Describe the bug
Decidim correctly creates a "new assembly user " to assign Administrator, contributor, or moderate role. Creates the user but does not send the invitation or displays the date in the admin panel (attached capture).
The proof is from a private assembly.

Steps to reproduce the behavior:

  1. Go to '...'
  2. Click on '....'
  3. Scroll down to '....'
  4. See error

@decidim/lot-mods could this be related to how the private assemblies are handled?

@mrcasals I think that this is not related with our work. It is related with the creation of Admin Users for the assembly! We have not developed this section...

When the user exists in decidim, never send an invitation when gives permissions to admin section. Just send invitation when user not exists in decidim

@Xfolchf not sure then if it's a bug, since the user already exists in the system we don't send an invitation to sign up, as @isaacmg410 explains.
