User story

Is your feature request related to a problem? Please describe.

As a participant I'm missing several options when it comes to promoting discussions on the platform: I can open a debate but I can't close it, nor can I edit it as the deliberation proceeds. I can add hashtags but they are not parsed as such, and I also cannot perform some common actions in Decidim, such as endorsing, embedding or reporting a debate if it is inappropriate content.

As a participant I want to be able to:

Describe alternatives you've considered
As most of these are features that we've already implemented there are not much alternatives to consider.

Other features (specially Closing a Debate) there could be more alternatives.

After reviewing this, we think this should be converted to an EPIC, or at least treated as such, given the amount of features to add.

@decidim/product I have several questions on this issue:

• Should debates have versions and the related views (like proposals, meetings...)?
• When closing a debate, I see the mockup has a button to close it but then the Acceptance Criteria say I should specify a date. How should this work?
• How should users submit a summary of the debate, and when?
• Can admins submit a debate summary too? Or only participant-created debates have one?
• Do we have any other resource that properly handles hashtags in titles to use it as an example?
• As per the hashtags in the comments, does this already exist in Decidim? I know this is linked to Improve the Debates component: Listing #6003 and the ability to filter debates by hashtags, how will this work? Users will be able to filter by hashtags added by anyone? Even if those hashtags are misleading? Note that we don't have a way to moderate hashtags in a resource...

Hashtags exist in meetings and proposals. Participants should be able to filter by any created hashtag. If at any time we need more moderation mechanisms (comments can be moderated now) we will implement them 😊
