Part of the social contract when you are a listed VSP operator is staying contactable for important updates or messages

We had a lot of trouble when people ignored this so maybe give it a quick mention in deployment.md?

Something to think about - it is not ideal that the info is scattered across the links above. Perhaps we could consolidate it in one place and this repo's docs directory is one candidate, and it may be better maintained than dcrdocs. At least the vspd part, to not pull dcrstakepool knowledge into this repo.

Documentation in the vspd repo is technical information related to the setup and maintenance of vspd.

The stuff on docs.decred.org is best practises for running a public VSP, and the operations/process required to be listed on decred.org. This is a separate subject, and the same goes for cleanly shutting down a public VSP.

Given the above, I'm going to move this issue into the dcrdocs repo.

Sounds good, we just need to make sure new operators are routed through this page.
