          Constitution: Update total issuance.

The total issuance has changed since the activation of DCP-10 and
DCP-12. The new value is copied from issuance.md, which in turn
references a test in decred/dcrd:

          Update subsidy numbers.

Fix a couple of outdated subsidy numbers which were not changed when
DCP-10/12 activated.
