Currently these are the only subjects for proposal notifications.

"New Proposal Published"
"Voting Started for Proposal"
" Proposal Edited"

Since they are the same subject this causes my (Others too I guess) email client to thread them together. Its not good UX.

Perhaps something like New Proposal Published [token] etc

This is a quick fix. I'll add this to the 1.1.0 milestone
