Consider how to add Backups to UDS Package Practices #130

Backups are a key part of Day 2 operations and our UDS Package practices should likely touch on them in some way. This could be things like:

Simply documenting a backup and restore process for the application data
Explicitly integrating with tooling in uds-core like Velero and documenting how to use that
Bringing in more tooling to uds-core and other UDS products to help facilitate backups.
Building additional custom tooling around backup mechanisms and integrating with that

Would like to drive discussion on what / how this should work and be defined in a way that could work across all UDS Packages.
