Context from here:

Context on the Package CR - that's the CR that the "UDS operator" is watching and controls stuff like the generation of networkpolicies, istio virtualservices, and istio injection. It's definitely not required to run on top of UDS Core, but it does provide some of the integration pieces with UDS Core.
