Convert Contact Form into a Plugin

The current version, while functional is open to certain types of spam 
attacks and the "pot" feature isn't as fool-proof as something like re-
captcha. 

I think the best option here is to break this out into a full-featured 
plugin.

Found some spare time, will sift through the code and remove all PHP related to 
a
contact form from the source. I believe it’s only getting more flawed with 
time anyway.

r163 removes the internal contact form. In case problems start popping up we 
should
move back to r162. If I’ve missed any reference let me know.
