Bug Description

The CSM 1.7 and 1.8 YAML manifest generated by the Installation Wizard for helm have necessary fields for the Resiliency module commented out which can cause installation failure. User should not have to uncomment any fields when Resiliency is enabled.

Expected Behavior

When resiliency is enabled, controller and node arguments are uncommented.
