Allow for re-runs and updates

Most of this won't re-run or overwrite but is unnecessary. For example, brew already only installs packages not yet installed but we might want to skip if all listed packages are already there. Symlinks of dotfiles are not needed if they are already linked.

Additionally, it would be nice to run the playbook in update mode that will ensure packages are updated rather than installing everything.
