Modify script for service location to account for state keeping

User Story or Problem Statement

The menu rearranging script required the addition of recording the last successful run so that it can pick up where it left off if scripts fail midstream.

This makes it not work so good for our existing service location script. We need to modify the service location script to not uses batches and to make it process only one migration per loop. Addressed this with a bit of handwaving detail here #15622 (review)
