Gelbooru style captioning

Is your feature request related to a problem? Please describe.
First off, I am a total noob, so I'm sorry if this comes off as rude or demanding or whatever.
Is there any lingering code for gelbooru style translation captions in the philomena codebase? I want to use philomena to make a fan site for an anime, and being able to have translations superimposed onto images is fairly vital for that sort of thing. I don't want to use a different booru software because the SFW/NSFW separation (and robust filtering) philomena provides is important to me, and is something I feel is missing from most imageboorus.

Describe the solution you'd like
A way to enable such a feature. Ideally it would allow users to add, edit, and position translations, and view history of edits to the translations.

Describe alternatives you've considered
Just putting the translations in the description field or comments is a solution, but it isn't a very good one. Other than that, it's either that I try to hack it in myself (with my 0 programing skills), or I don't make my planned site.

Additional context
I realize this feature wouldn't be useful for the websites this code is meant for (Derpibooru/Furbooru), but it would be very useful for other projects that might want to use the philomena codebase.

We currently don't have support for captions like that, and this hasn't been anywhere on our priorities list so far, and in fact the idea to implement something like this hasn't even crossed our mind.

A feature like that could be implemented, however it's really not that useful for the scope that our project aims to encompass. It also requires more than "I can do this in 15 minutes" amounts of effort to implement properly. If you want, I could provide you with a general description of how I'd implement it, and maybe help with code implementation for your booru, however due to my busy work/uni schedule I am unsure how much help I can actually provide. @liamwhite may be able to help you too, however his schedule might be even tighter than mine.
