Some updates for targets.dat:

  • Review numbers in there and update as needed, including DocDB references
  • Consider renaming to targets.yaml since it is a yaml file
  • Add a desitarget.io.read_target_info I/O wrapper so that people aren't indentifying the location and reading that file by hand
