Add keyboard shortcut for showing Pull Requests list #16854

The feature request

Add a keyboard shortcut for pulling up the Pull Request list similar to how "Show Branches list" works.

Proposed solution

Since we can almost navigate the entire app with the keyboard I guess this would make sense to add.
