Upgrade our Action to use Github's Octokit

It would be nice to see this project use Github's Octokit rather than a lot of custom JavaScript as we have now that interacts directly with the RestAPI. Octokit already does the heavy-lifting.

Help welcome!
Test's would be a must as well.

The general migration could be done similar to our other Action had did and used as a guide for the required conversion and testing

Other GitHub Actions on the Marketplace are in much better condition and being actively maintained.
Closing this issue, since will put the repo into maintenance mode only. No new features.
