[FEATURE REQUEST] Mute notifications in web app and through API

Description of feature: The DevRant web app does not have an option to mute notifications yet, nor is it a part of the API. Though the mobile app has it, sometimes I may use DevRant through desktop and then I don't want to get unnecessary notifications. It would be great if there was an option to mute it through web app and also through API (for bots).

Not a priority but do consider it in future releases.
