Is there a way to change the config of qbittorrent before deploying?

i gess you need to add your own custom qBittorrent.conf file/values,
i'll update it, but i'mm reminding it will only works based on your config.
i'll try to update it today itself.

Add QB_CONFIG_IN_RAW_URL in heroku env var to override your qBittorrent.conf file' i gess if you need this feature you already have a qBittorrent.conf file.
Copy paste your qBittorrent.conf file to a gist github or any text hosters and paste its raw url as value in heroku curresponding to QB_CONFIG_IN_RAW_URL
