Do we need arbitrary bboxes, or just tiles? (cf. discussion by @drew in #1)

We probably need to:

  1. Get bboxes larger than the area being looked at on the front-end (in anticipation of pan/zoom)
  2. Cache INTERSECTS queries in some way so we don't send the same GeoJSON multiple times over the wire.
